Send To from Windows Explorer doesn't work in 8.5.x

Using Notes 8.5.1, with or without FP1/FP2 all english version, I don't get Send To from Windows Explorer to work, nothing at all happens.
Send To from within a application like Word, Excel or Adobe Reader works fine.

Using Send To from Windows Explorer and Notes 6.5.5 works just fine.

Is Send To from Windows Explorer a known limitation in Notes 8.5.1 ?.
